Yet New York is again facing a cut in health care spending, ushered in by then-incumbent Gov. Eliot Spitzer, who had previously proposed a $1.3 billion, cut in the expense last year. Gov. Spitzer resigned last March after an unrelated prostitution scandal, which left the talks with the health care lobby hanging.   Before Spitzer left, discussions about the cut in health care services this year were already ongoing. In a New York Times interview, Dennis P. Whalen, Spitzer’s deputy secretary for health, commented on the change of mood.   Ã¢â‚¬Å"I think you can see already that the level of discussion and reaction is different this year than it was last year,† said Whalen.   Ã¢â‚¬Å"We’ve been engaged in productive discussions with hospitals about these changes that we’re pursuing.† While health care budgets are being cut, health insurance has been growing at a steadily alarming rate in recent years.   In 2007, nationwide averages for health insurance premiums increased by 6.1 percent—two times the rate of inflation. For employees’ insurance, the state isn’t so much squeezed as much as small businesses are.   Private employers are taking the brunt of the action, especially with state mandated benefits which in New York cover more than 30 different instances.   According to the Employer Alliance for Affordable Health Care, New Yorkers pay 26 percent more than the national average for health care. The Alliance is also pointing fingers at the proposed 2008-09 budget plan for the state, which includes a $140 million increase in the Covered Lives Assessment—a surcharge paid on every insurance policy and premium tax on some health insurers, which the Alliance claims will ultimately be borne by consumer. â€Å"With small and medium businesses in New York struggling to provide health insurance coverage and state leaders who have called for expanding health insurance coverage to all New Yorkers, it doesn’t make sense to propose taxes that will make it even harder for business to offer coverage at all,† said Alliance chair Jeff Leland. It all makes for a sticky situation, but another potential headache for legislators is simmering within New York’s extensive power supply grid Rising Energy Last winter, Gov. Spitzer announced additional emergency home heating assistance to New York’s most vulnerable residents.   That winter, qualified applicants through the Home Energy Assistance Program (HEAP), a federally funded program, issued benefits to more than 719,000 families, totaling more than $178 million. The government subsidizing energy costs is inevitable however, with the way energy prices are going.   Residents of New York have long paid some of the highest electricity prices in the United States.   According to a conservative think tank, New York should reconsider some of its most ambitious energy policies to keep costs down. The study, â€Å"NY Unplugged?   Building Energy Capacity and Curbing Energy Rates in the Empire State,† was released in March by the Empire Center for New York State Policy, which is a project of the Manhattan Institute for Policy Research. â€Å"New York will need a lot more power—the equivalent of more than five new 500-megawatt generating plants—to avoid blackouts early in the next decade,† said the study.   Ã¢â‚¬Å"Yet only one new large-scale generating plant, representing barely one-eighth of the required additional capacity, has been proposed in the state since the expiration five years ago of Article X, the landmark state law designed to speed the building of such facilities.† Donald LaVada, director of marketing and development at the New York State Energy Research and Development Authority, said energy spending in New York tops $53 billion annually, and 85 percent of the energy used is imported into the state.   And half of it comes from OPEC nations.   With oil heading towards $120 a barrel, energy spending has nowhere to go but up. Society was very different 400 years ago. Shylock was living in the Elizabethan era, where anti-Semitism was very open. The majority of people at that time were Christians who were against Jews and treated them inhumane, because the Christians knew that it is the Jews who were responsible for the murder of Jesus Christ and they are still in the process of completely eliminating Christianity. Shylock was one of the many Jews who were subjected to brutality and insults throughout their lives. Shylock wasnt ever treated compassionately from the start, he wasnt considered as a human and we get to realise that when Shylock (in Act 3 Scene 1, Page 35, Line 54) asks Antonio: I am a Jew. Hath not a Jews eyes, hath not a Jews hands, organs dimensions, senses, affections, passions Antonio has subjected Shylock to insults and inequality all his life, one instance is at the beginning when in Act 1 Scene 3, Shylock reviews what Antonio has said to him: And spit upon my Jewish gabardine You call me a misbeliever, cut-throat dog Hath a dog money, is it possible? In this scene we have the immediate view of a generous money-lending Jew, because Shylock reviews all of the insults he has been subjected to and, still lends him the money. For example in Act1 Scene3, Shylock says: Shall I bend low, and in a bondmans key Fair sir, you spat on me you spurned me such a day, another time you called me a dog; and for these courtesies Ill lend you thus much money Antonio, still hasnt realised his mistake, and is still not grateful to Shylock, Antonio replies with rage: I am as like to call thee so again, to spit on thee again, to spurn on thee too. We feel sympathetic towards him, because he has faced misfortune throughout the play. Lorenzo, who is Antonio and Bassanios friend, eloped with Jessica. Jessica, was Shylocks only hope, he had no other family. Not only did Jessica run away with one of Shylocks enemies, she stole an absurd amount of money from her father. Solanio puts on an impression of Shylock in Act 2 Scene 8 he says: My daughter! O my ducats! O my daughter! Fled with a Christian! O my Christian ducats We might think that Shylock here is more worried about his ducats than his daughter, but on the contrast, we also immediately have the anti-Semitism view because Solanio Salerio are Christians and they arent reliable witnesses because they hate Jews too. They use abusive language like: As the dog Jew They also use words such as: Confused, Strange and Variable, these words are unnatural Elizabethan language. Jessica steals Shylocks dead wifes ring and sells it for a monkey, when Shylock hears about this from Tubal he cries and says he wouldnt sell that ring for a forest of monkeys. Tubal says in Act 3 Scene 1: One of them showed me a ring that he had of your daughter for a monkey Shylock replies: Out upon her, thou torturest me Tubal. It was my turquoise; I had it of Leah when I was a bachelor. I would not given it for a wilderness of moneys. We know how much Shylock is sad because he says torturest which is a very effective word, and we are left with no other option besides feeling sympathy towards him. We then come to know about Antonios shipwreck, which raises tension. Before the court trial begins, we come to know that even the Duke is Anti-Semitic because his words are: Go one and call the Jew into the court Shylock still wants to pursue the bond and the Duke doesnt yet convince him. The reason Shylock gives for pursuing the bond is: If you deny it let the danger light, upon your charter (Line 38). He says that if you dont give me this bond, your law and government systems credibility will go down. Your charter will not mean anything. This is where we realise that Shylock has been forced into becoming a victim because of all the Anti-Semitic pressures faced upon him. At the court scene, Portia arrives as a lawyer in order to save Antonios life. Antonio helped make their wedding possible, so it is payback time. We also know from the beginning that even Portia is Anti-Semitic as she says in the trial scene: Which is the merchant here? And which the Jew? At the court the first thing Portia asks Shylock to do is to be merciful: Then must the Jew be merciful. Shylock replies: My deeds upon my head, I crave the law, the penalty and forfeit of my law Shylock demands that the justice should be fair. Portia tells Shylock that he is right in saying that justice should be served, but Shylock can only a pound of flesh. A pound of flesh, to be by him cut off Portia wanting to defeat Shylock for the last time says: Are there balance here to weigh The flesh Shylock replies with glee, because he realises that all the insults and brutality he has been subjected to will now end in front of all of his enemies he is surrounded by. I have them ready Portia now realising that she has lost this time but not the next, she says: Have by some surgeon Shylock, on your charge, to stop his wounds lest he do bleed to death She says, in order to pursue your bond, you may remove his pound of flesh, but there should be a surgeon to prevent Antonio from bleeding to death. We feel even more sympathetic towards Shylock when he is [Aside] and says: These be the Christian husbands. I have a daughter- Shylock being extremely kind and compassionate to Portia, we begin to realise that Portia should stop discriminating Shylock by calling him a Jew. Shylock replies in these manners: Most rightful judge Most learned judge Portia finally humiliates Shylock in front of all of his enemies he is surrounded by, by saying: Take then thy bond, take thou pound of flesh, But in the cutting it, if thou dost shed One drop of Christian blood, thy lands and goods He is told that he cannot spill even a drop of blood whilst taking the flesh out. Shylock couldnt get his initial bond, but still knowing that he is treated unfairly he asks for his principle bond: Shall I not have barely my principal? Without any mercy, Portia denies it again. Thou shalt have nothing but the forfeiture Portia then tells Shylock that he is an alien in Venice and he is not a citizen, therefore he his breaking the law by trying to take the life of a citizen: If it be proved against an alien, He seek the life of any citizen And due to that all of his money will go to Antonio and the Venetian state, also he can be executed on the Dukes will. Shall seize one half his goods, the other half The Duke pardons it and says: I pardon thy life before thou ask it. Antonio says that Shylock can keep the other half of his wealth, but at the same time forcing him into Christianity, and should leave all of his wealth to his treacherous daughter Jessica and Lorenzo. Shylock wants to murder Antonio for many reasons: Shylock wants to avenge Antonio, because it is he who treated him inhumane, it is he who subjected him to brutality and insults throughout his life, It was part of the bond that if Antonio loses his ships a pound of flesh will be promised to Shylock. Antonio over-confidently agreed to the bond, not knowing that over-confidence always makes you lose. Rachels influence on Stephen Blackpool allows him to maintain his integrity and honour. Finally, Sissy Jupes impact on the Gradgrind family is all give and no take, as her broad imagination allows the family to finally realize that life is not merely about the theory of fact. The most obvious example of a one-sided relationship in Hard Times is the one between siblings Tom and Louisa. This relationship is far from mutually beneficial, as Tom continually takes advantage of his sister, solely for his own interests. The constant teachings of fact have made Toms life empty and mundane. Although Tom is tempted by creativity of the circus, he displays little emotion upon being disciplined by his father: Indeed, Thomas did not look at him, but gave himself up to be taken home like a machine (15). Due to the constant strict teachings of fact by his father, Mr. Gradgrind, Tom begins to grow tired of this way of life. His interest in the circus is symbolic of his desire to detach from his father and his dull existence. By embracing a somewhat hedonistic lifestyle, frequently drinking and gambling, Tom finds a sense of freedom. He wants to escape the dull lifestyle and teachings of the Gradgrind household and experience a new way of life. Tom and Louisa love each ot her deeply; however, Tom uses his sisters love for him in order to manipulate her to do as he desires. Louisas strict upbringing prevents her from truly questioning Toms motives, allowing for her brother to take advantage of Louisas love for him by manipulating her into marrying Bounderby for his own gain. As Toms requests grow in number and in nature, the two grow further apart. The relationship shared by the two is filled with affection at the beginning of the novel, but Toms selfishness tears the relationship apart. He keeps Louisa in the dark regarding the bank robbery and, ultimately, his focus on materialism outweighs his feelings for his sister. Toms boredom with his lifestyle leads to radical changes in his attitude. A similar boredom leads James Harthouse to pursue Louisas love. Dickens uses the character of James Harthouse to poke fun at the aristocracy at the time. His departure from Coketown reveals the little care he has for the feelings of others, as well as his selfishness and immorality. This is completely contrary to the relationship between Stephen B lackpool and Rachel. Stephen Blackpool is the quintessential example of a considerate and moral individual. Although he is forced to combat the difficult working conditions and dehumanizing lifestyle of a factory worker during the Industrial Revolution, Stephen maintains his morality and honesty, with the help of Rachel. The epiphanic moment in the relationship between the two occurs when Rachel prevents Stephens wife from killing herself. Stephen wakes up and sees his wife ready to drink poison; however, he is psychologically unable to get up and prevent her from doing so: All this time, as if a spell were on him, he was motion-less and powerless, except to watch her (102). In that moment, Stephens frustration and sadness with his life overrides his usual strong morals. The stress his wife places upon him leaves him unable to control his desire to see her deceases or harmed. He is unable to bring himself to stop his wife from committing suicide, yet Rachel is. While his fellow workers abandon Stephen due to his beliefs about the union, Rachel supports him until the very end, when he dies essentially for Toms crime. Although Stephens death allows him to escape from his dreadful marriage, he leaves Rachel alone and saddened. Rachel is the driving force behind Stephens actions in the novel and allows him to maintain his true beliefs and morals about work and life. Much as Rachel encourages Stephen to pursue his true beliefs, Sissy Jupe enlightens the Gradgrind family of imagination and thinking. Sissy Jupes impact on the Gradgrind family is the most important relationship in the novel. The strict teachings of Thomas Gradgrind turn the household into one giant machine of fact, whereas Sissys upbringing in the circus has allowed for her constant indulgence in imagination. The contrast between Louisa and Sissy in clear; Louisa has been forced to think with her head, while Sissy thinks with her heart. Gradgrind accepts the fact that his teachings did not produce happiness; therefore, he appoints Sissy to aid in Louisas development as an individual. â€Å"Killing Us Softly† is a movie we watched in class on women and men and how they are portrayed in the advertising world. Jean Kilbourne is the speaker; she started collecting advertisements in the 60’s because of her involvement with the women’s movement, her interest in the media and through her experiences as a model. I actually found this movie to be way more informational than I first thought it would be; I thought it would be all about statics and less about the image of advertising. What type of advertising environment surrounds us? Here are some facts that might answer that question. In the past 40 years Kilbourne believes that the advertising image of women has become worse. Advertising in the United States had turned into a billion dollar industry. The average American will be exposed to over 3,000 daily and will spend about two years of their life watching commercials on television. Advertisements are everywhere, they are at sporting stadiums, bill boards, bus stops, and elevators etc., we cannot escape them. Advertising creates an environment one that makes us believe that we need to be healthy and beautiful. We know that ads sell much more than products. They are trying to sell us values, images, love and success. They are telling us who we are now, and who we should be in the future, this is powerful especially if we are still finding our way in life. There rarely is a photograph of a beautiful woman that has not been photo shopped in one way or another. Women of color are considered beautiful only if they meet the white ideal which is lighter skin tone, straight hair and Caucasian looking features. A good example of this is the singer Beyoncà ©. In all types of advertising women’s bodies are turned into an â€Å"object†. One area on the body that advertising companies focus on is the breasts. There has been an increase in cosmetic surgeries in recent years. Ninety-one percent of all cosmetic procedures are done on women. The society that we live in loves to make fun of celebrities who gain a little weight, we are obsessed with thinness. Models are becoming thinner and thinner. The sad reality is that if they are not thin enough in a photo shoot then they are photo shopped to make them look thinner. Some of the ads we see today encourage unhealthy attitudes which can lead to eating disorders. Advertisers target women with weight loss products. It has been found that many of these products do not work, with 95% of dieters regaining  the weight back. An interesting study was done among Fijian women soon after the television was introduced to their country. The study found that there was a rise in eating disorders. The U.S has the highest rate of teen pregnancies, and sexually transmitted diseases in the developed world. The sexualization of girls has become extreme; there are padded bras and thongs for pre-teen girls that are sold on department stores. Ads are catered for heterosexuals. Gay men hardly exist outside the publications that target them, and the way they depict lesbians is if it comes straight from the porn world. Over the years men have been featured as being bigger, stronger and more powerful than women. Men really don’t live in a world where their bodies are scrutinized, criticized or judged in the same way as women. Boys are growing up in a world where mean are shown to be perpetrators of violence and encourages toughness and insensitivity. The most dangerous image that can be seen is the one that eroticizes violence against women. These images could feature women in bondage, being battered, or worst having been murdered. Advertising affects us all whether we realize it or not. It does not matter if we are rich or poor, young or old we are all slaves to it in one way or another.

The fountain of knowledge 1. The teacher is the fountain of all knowledge. What is your response to this statement? Why? In the current day in age we live in, I feel the statement that â€Å"the teacher is the fountain of all knowledge† no longer reams true, as we live in a world that with the a simple click of a button anything and everything you want to know or need to know is in your reach within a few seconds. With dozens of search engines available and the endless information that they provide the Internet is now the fountain of all knowledge. Not only are students going to the Internet to find answers, but teachers alike are running to the Internet to research lesson plans, print out worksheets, create quizzes, and to obtain resources to use in their classrooms. Here in the US it is very rare to walk into a classroom and not see a row of computers for the students to work on. It has become a standard that students in Elementary School through College have access to a computer with Internet to take on their studies. Teachers utilize learning websites like ABCmouse.com, Khanacademy.com and Istation.com, just to name a few, to enhance the learning of students on a daily basis. What is the perception of the roles of teachers and students in your country? I feel very passionate about this subject so please excuse the long response, as I believe learning is such an important thing and no one should have to sacrifice anything to receive the education they long for.
